 Child Care Development Fund State Plan  (ACF-118)

Virginia's Child Care and Development Fund (CCDF) Plan describes how VDOE will implement federal requirements associated with the Child Care and Development Block Grant (CCDBG). CCDBG sets basic conditions for 1) the health, safety, and quality of child care services in Virginia and 2) the provision of child care assistance for families with low and moderate incomes. Virginia's plan is reviewed every three years and may be amended on an ongoing basis.

New: Draft 2025-2027 CCDF State Plan

The Virginia Department of Education (VDOE) hosted a public hearing on the 2025-2027 Child Care and Development Fund (CCDF) State Plan on Wednesday, June 5, to review the draft plan and accept public comment on VDOE’s proposals for the upcoming plan cycle beginning October 1, 2024.  The CCDF State Plan serves as Virginia’s application for a three-year cycle of federal funding, outlining how VDOE will complete activities funded by CCDF and implement policies in compliance with the law.  The livestream of the public hearing is available for public viewing via the VDOE YouTube Channel.

Written comments may be submitted using the CCDF State Plan Public Comment Form or by emailing a formal letter to earlychildhoodaccess@doe.virginia.gov (Microsoft Word or PDF files only, please). Comments will be accepted through midnight on Sunday, June 16.

 Quality Progress Reports (ACF-218)

The annual Quality Progress Report (QPR) describes how CCDF funds are expended and measures used to evaluate progress in improving the quality of child care programs and services for children from birth to age 13.  The goal of the report is to:

  • Ensure accountability and transparency for the use of CCDF quality funds, including set-aside for quality infant and toddler care and COVID relief funding;
  • Track progress toward meeting state indicators and benchmarks for improvement of child care quality based on goals and activities described in CCDF Plans
  • Understand efforts in progress towards all child care settings meeting developmental needs of children; and
  • Inform federal technical assistance efforts and decisions regarding strategic use of quality funds.
